As reported in #297 edit mode is no longer working. Appears that the configuration file is being created and retrieved correctly.

[x] Check with dev version on Chrome
[x] If so, identify where the problem is occurring
[x] (optional, as needed) Has Canvas announced any changes to pages that might be causing this?

And it turns out this is working on a fresh course. I've just forgotten how Collection works.
