PSQL - RSS bim_process_unallocated was failing to update because timereleased was undefined #10

Added this line to lib/bim_rss.php:194

$detail->timereleased = 0;

Thanks again. The feedback is really appreciated and helps cover the limitations of my dev environment, time and capabilities.

Have updated the github code.
