Add config option/install support for local simplpie #16

As per issue #14 http://github.com/djplaner/BIM/issues#issue/14/ there is a problem if the local Moodle instance is already using Simpliepie. The BIM version causes duplication errors.

The solution recommended in issue #14 does appear to work, however, it creates a source versioning problem for people who have to do this edit.

Add into BIM some sort of configuration option which allows specification of whether or not there is a local SimplePie installation.

No longer needed as simplepie is included in Moodle 2.x
