Implement Build->Buys Tab #7

The 'Buys' tab will contain all of the functionality of the 'Builds' offered by the League of Legends client.

In addition to that, it will offer conveniences such as a providing a "quick list" of items to choose from, derived from the primary 6 items the user has chosen for their build.

This feature is largely implemented, just need to finish import/export-to-client functionality.
