Updated conda recipe to build: python 3.6 numpy 1.15, 1.16, 1.17, 1.18 python 3.7 numpy 1.15, 1.16, 1.17, 1.18 python 3.8 numpy 1.16, 1.17, 1.18

@dkazanc if you're happy with this can we merge and then tag a release? Jenkins is happy with the build combinations.
