When should we use the canonical representation? #19

The document says:

This canonical representation is used for digital signature purposes, transmission, etc.

What is "etc." here? this is nearly the most important sentence of the document: when should i use this thing? throwing in "et cetera" here seems like an admission of defeat: we don't know where to use this structure!

It's also a little weird that "transmission" is mentioned here, when the other forms are explicitly called "transport". what is the difference between "transmission" and "transport"?
