Handle request for an already downloaded article #4

This needs logic to determine if we already have the latest version, probably involving the the API updated date.

There are a few scenarios to consider:

Latest version is already downloaded: do nothing.
Newer version is available:
- Older version has not been modified: replace with newer version.
- Older version has been modified, e.g. with some pdf annotations: what to do here?
