Decode IAU identifiers #87

@NobleKennamer asked about finding quasars based on their IAU identifiers. This issue is to create a function, e.g.

ra,dec = decode_IAU_identifier('J090439.50+221050.3')

Which module does this belong in? Perhaps a new bossdata.util module?

Here is a worked example for testing:

'J090439.50+221050.3' has:
RA = 9h 04' 39.50" = 9.077638 h = 136.164583 deg
DEC = +22deg 10' 50.3" = 22.180638 deg

The new function should not be specific to quasars but, in this case, the object is one of the high-SN QSOs used for PCA in Paris et al, and can be found in DR12Q using:

bossdata% bossquery --quasar-catalog --where 'RA between 136.1 and 136.2 and DEC between 22.1 and 22.2' --what 'PLATE,MJD,FIBER,RA,DEC,PLATE_DR7,MJD_DR7,FIBERID_DR7' --print
