php-taf-decoder needs a fix for Weather Phenomena. Can be "stolen" from php-metar-decoder and adapted.

TAF EDFH 120500Z 1206/1306 13010KT 5000 -SNRA BR SCT003 BKN015 TEMPO 1206/1209 2000 SNRA BR BKN003

Invalid format:
Bad format for clouds information, on chunk "BR SCT003 BKN015 TEMPO 1206/1209 2000 SNRA BR BKN003 END"

-SNRA and BR should be detected separately
