Checksums in TreeTagger resource packaging ant file are outdated.

New languages: 
- Latin 
- Estonian

Updated languages:
- German (little-endian) - new UTF-8 models for POS-tagger and chunker
- German (big-endian) - updated model
- Greek - new UTF-8 model

Other:
- No JAR was built for French
- When checksum fails, script now always displays expected and actual checksums
