Relation offsets not set in WebAnnoTsv3XReader #1575

Describe the bug Relation offsets not set properly when loading TSV 3.x files using WebAnnoTsv3XReader. They are set to the source annotation span, not to the target annotation span.

Expected behavior Relation offsets should match relation target offsets.
