TcAnnotator parameters have no JavaDoc #457

The parameters like PARAM_NAME_UNIT_ANNOTATION or PARAM_NAME_SEQUENCE_ANNOTATION have no JavaDoc. It is unclear if they both need to be set, if only one needs to be set, under which circumstances, etc.
