Notification permissions #19

What is the current behavior? Notification permissions only fire on the expiration of the first timer (aka when the notification is triggered)

If the current behavior is a bug, please provide the steps to reproduce Clear notification permissions, set a timer, when until expiration, observe timer permissions.

What is the expected behavior? User should be prompted for permissions earlier so any timer expiration triggers a notification.

Related- notifications should probably be user configurable as well.
