Endpoints Builder should only be used when endpoints are present #188

Any app-engine project will invoke the endpoints builder.

One workaround is to remove the "Google App Engine Project Change Notifier" 
from the project->properties->builders list.

The real fix to see if any endpoints related files have changed and only invoke 
the builder if that condition is met.
