Rework Challenge: Get `href` elements pointing to members' bills #8

This workshop really needs streamlining.

"🥊 Challenge: Get href elements pointing to members' bills" is way too convoluted / difficult. We should break it up into smaller chunks or replace it altogether. The challenge following it is also too hard.
