learning_resources: list OCF as a Berkeley resource #43

Howdy,

Not sure if you are interested in such a change, but OCF is very active in the Python community (and an extremely popular resource among undergraduates at Berkeley -- roughly 25% use OCF regularly), and I think it's worth listing.

Feel free to reject if you're not interested.

This makes me think that maybe we should coordinate what we do in the D-Lab... next semester, for example, we may switch to more of a Jupyter Hub based environment. Perhaps we in the D-Lab could point people to OCF (and even help you set up more useful environments?).
