census data #9

cob_census_blocks.*\ do not contain attribute data that we need for some exercises. Also, the boundaries do not exactly match with the berkeley buildings data. Given that berkeley census data must have come from a publicly available source, I think we should keep the old censusbulk data under the "data" folder

Hence, copy and paste the censusbulk data files with various extensions to the data2 folder.
