Remove "dub vibe.d package"'s temporary removal in favor of :incomplete #667

It's better to use
:incomplete- see also (https://github.com/dlang-tour/english/pull/239). This will fail for now, but pass with a simple submodule update once https://github.com/dlang-tour/english/pull/239 is in.
