upgrade to latest dparse #216

A tag would be appreciated if this is merged.

I thought this would solve the problem that also happened with dparse documentation building, which is based on ddoc, but apparently it still fails while locally it compiles. The only difference now is the compiler version. IIRC a new algo is used since a few versions.

Removing the limitation on the D version solves the dependency solving abortion but two of the unit tests fail.
