Specify that scope is federal government #15

With many state, local, and national governments participating in the GH community (https://government.github.com/community/) possibly be more descriptive of the scope of this directory as federal gov (tagline or otherwise) or expand vision of the directory to include non-federal government orgs.

@lukecharde I think it might make sense to expand it to all government repos. In the new version it is going to be easier to expand the repos.

Specially I am interested in promoting repos that are actually active and allow contributions so it might make a lot of sense to add multiple scopes.

Heck, even adding international repos might make sense too...
