how often is the registry api hit? #20

I think that https://github.com/regulationsgov has been recorded in registry.usa.gov for a couple weeks but don't see it on govcode.org. It's possible that it didn't have public repos until recently but how much longer should I wait until I should worry that govcode isn't hitting the registry?

@gbinal The importer seems to be broken. I am working on fixing it...

Looks like this might be fixed and so there are now some dups as a result of https://github.com/dlapiduz/govcode.org/issues/9.

Merged the PR but this has not been deployed yet, we are adding some features to the importer.
