New "Help Wanted" indicator #29

From an email I sent to @dlapiduz:

I've had this idea in my head for a while that it'd be cool if there were an easy way for people to know what github issues an org would like to have contributions on. A way to say "here's a repo, and we would love your help on this particular issue".

I then came across this today, from code for america: http://www.codeforamerica.org/geeks/civicissues

it's a lot like what I had envisioned, where you just tag something as "help wanted" or "noob friendly" or whatever.

So: I want to add this to govcode. The first iteration would be dead simple and pretty much be really similar to how the CFA thing works: it'd just store issue labels and the UI would look for issues marked "help wanted". if it finds them, it'd put some kind of notifier on the main govcode screen (haven't thought it through yet what that'd look like).
