The chipinfo.db is extracted from MSPDS. The latest is MSPDS-OPEN_SOURCE_3.15.0.1 You can find the release note of version 3.15.0.1 at Release_Notes.

The msp-ds-dumpdb.patch is necessary to extract chipinfo.db from MSPDS, using msp-ds-dumpdb command.
