E/I Cell properties #9

E and I cells should be able to have different parameters (for example, capacitance/membrane resistance)

We should then check the literature for values people have used for PV (Fast spiking, inhibitory) interneurons, and Pyramidal (regular spiking, excitatory) cells

One parameter left here is synaptic time constants, then I think we're good to go with these!
