Do some careful data validation

Especially in the fix for #14, I made a lot of changes to how the data is queried and displayed. I did some validation as I went, but I think we should clear the database and do some manual entry and keep manual tallies of what we'd expect the charts to show based on what we entered. I they show the data we expect, we're ok. Some things we should validate:

• [ ] The earliest of the two dates is displayed for each report entered.
• [ ] Grade levels are recorded and counted correctly.
• [ ] The board member view shows all the data for all the member's schools we've entered data for, and the chart and table are correct.
• [ ] Same for schools.
• [ ] The main chart on the front page correctly reflects the data we've validated above.
