Action in baselayer is not displayed when using description or legend - LayerentryComponent #135

Describe the bug

The LayerentryComponent is hiding Layer.action for baselayers when description or legendImg is used.

To Reproduce

Steps to reproduce the behavior:

  1. Create a UKIS App with map-ol
  2. Add LayerControlModule
  3. Add a baselayer with the BaseLayerControl
  4. Set the description on the baselayer and add a angular component as action

Expected behavior

Layer.action should also be visible on baselayers not only on other layers
