What is the new behavior?

The ukis-libraries-scripts have been refactored in preparation for npm workspaces and a build system optimized for workspaces.

• build: BREAKING CHANGE: remove placeholders and use main package deps…
• build: BREAKING CHANGE: use package scope for scripts from main package
• build: feat add option to set dependency versions in source
• build: set the node and npm version to support npm workspaces
• docs: add new functionality and help info for build scripts

And some other changes:

• Build: fix build dependencyGraph and list for toposort
• build: refactor json parse and stringify with symbol
• docs: add more links for development and contributing
