I dug into the OLE Windows COM API that iTunes surfaces to Windows, and that Snip uses to get metadata and images from it. Apple Music tracks that aren't being played from your library show up on the API as URL tracks, which means as far as this API is concerned, they're the same as podcasts or internet radio (shoutcast servers), and thus don't have artwork available.
Apple have docs for the Windows COM API on developer.apple.com freely available, but they are for iTunes 9.x, and from what I can tell, they were generated in March 2010.
If anyone has an paid Apple Developer account, they could likely open a support request from Apple asking about updating the COM API and its documentation to better support tracks played from Apple Music, especially from Apple Music playlists.
I just installed Snip and have OBS and Itunes up to date. But it will only show album art from music on my library. When I stream from apple music it doesn't show album artwork
