Default repsonse code for command/setpoints from Testset should be CS_SUCCESS #15

Right now the default is NOT_SUPPORTED, even for the 2 controls/setpoints we 
have preconfigured in the default_slave.xml and this is confusing for new users.

We also need to fix the index wildcard ("all") handling in the slave test set 
response command.
