Support OpenSearch Dashboards 1.x and 2.x #113

If my understanding is correct, this repository assumes that the only supported major version of OpenSearch Dashboards is 2.x, which is not true. OpenSearch Dashboards 1.x is still actively maintained, see their version history -- 1.3.14 was released on December 12th, 2023.

Consequently the latest kbn_network release compatible with OSD 1.x targets OSD 1.3.2, which is now outdated.

Would it be possible to resume releases targeting OSD 1.x?

I'm not currently maintaining that branch, if any person wants to contribute, is more than welcome.
