Fix popup in Android Yandex Browser #15

The popup icon is absent, no idea why.

So after some experiments I found out that the popup icon is present with manifest v2 (and default_action property) and absent with manifest v3 (and action property). Can not use v2 because looks like it does not support storage.sync API.
