not-before? and not-after? #71

This PR introduces the complements of

before? -> not-after?
after? -> not-before?

I tried including wikilinks as explained in https://martinklepsch.org/posts/writing-awesome-docstrings.html

Resolves #70

There hasn't been a release in a long time. However, as you can see from the CHANGELOG.md there weren't many changes - mostly documentation improvements. I will look at the other pending PRs and decide on the release. Thanks for the PR :)
