/mode +/- o/v -- can only op 3 clients at a time if select all #14

when selecting clients/users in the userlist for +v or +o only 3 users are 
caught at a time. I'm sure this would be an easy fix/script to amend this to 
any number of clients.

Adding in proper support to handle this whole lack of functionality.

Fixed; works now for all of /op, /deop, /voice, /devoice, /halfop (/ho), /dehop 
(/dh). System completely rewritten to handle this.

It will be committed in the next revision commit (23), if you want a copy and 
aren't sure how to access this please post here with the OS you run and I will 
send you a link for the latest commit.
