Calculate street level occupancy

The map display will require street-level fidelity for occupancy. Current data processing calculates zone occupancy only.

Midterm goal: Meter-level predictions for Oakland only

• Drop mobile payments
• Limit to only Oakland meters

• Take proportion of spaces that a given meter takes in a zone, multiply that by the number of mobile transactions, and add to meter occupancy
• Add gamma value to equation to scale down occupancy to account for users who paid for more parking than used
