Fundraiser Changes #338

Fundraisers are now fully functional

@dmastylo Okay I think this should be all set, basically I moved things from EventUsersController#pay_fundraiser to PaymentsController#fundraiser, redid the form to contribute, and fixed the bug with marking paid with cash. The first two were to make things more symmetric to how itemized events are set up. Take a look at things and test a bit, otherwise good to merge.
