This updates the win32 build setup that was quite old. It pulls in some changes from pcb (pcb used the wcalc build system and it was later updated by me).
instead of installing by hand the ancient gtk for windows files, use the mingw packages available under cygwin
instead of -mnocygwin use the cross compiler running under cygwin targeting mingw
allow tgif output files to live in git. This relaxes the need for tgif to be present on the host machine building from git sources. As part of this remove some date comments in generated files to avoid unneeded churn. tgif is less commonly installed and under cygwin (the primary host for building the mingw version) we have the added headache of needing to have a working X server.
remove the use of a deprecated glib function and update with the version supported by the last of the gtk2/glib2 series
with this, the windows version is building, seems to be working, and installing/deinstalling again
