I believe that a better solution is a mod or a built-in module which downloads CCModDB data, compares it with what is locally available, and notifies the user if there are updates available in a non-annoying way, e.g. on the first check it can display a popup and on subsequent checks it will just draw a red circle, or a plus, or a star or some other marker on its button on the title screen.
