Running NswagCodeGenerator custom tool does nothing in VS2017 Professional #2

Hello!

I have installed the extension in both VS2017 and VS2019 and tried it out in both of them. However, it does nothing in VS2017, but seems to work correctly in VS2019.

In both versions of Visual Studio I am running custom tool where Custom tool = NswagCodeGenerator.

I am not sure what context information I should provide besides Visual Studio info:
