Currently, Mr. White is hardcoding some content in for when a user is stuck, i.e. when a user has an unresolved ticket, they do not see the form but rather some hints for getting un-stuck.
This content should be managed through the dashboard, rather than hardcoded.
This issue depends on #3 Create a Management Dashboard for resolution.
