[DO NOT MERGE][Dist] Apply optimizations to DistDGL

Description

After the change of #7304, we can apply these changes to DistDGL. This code does not work for now but can be modified.

Please feel free to remove inapplicable items for your PR.

[ ] I've leverage the tools to beautify the python and c++ code.
