[v0.x] Port docker from master #1558

Description

Create new job queues and job definitions for v0.x branch. The docker files are ported from master branch. v0.x GPU docker will be based on nvidia/cuda:10.2-cudnn8-devel-ubuntu18.04, which will unblock some works related to mxnet-cu102==1.8.0.post0
