Suggestion: Static snowflakes fallback #8

As a developer attempting to support all browsers, I would like to be able to set a staticFallback flag to true, which will render some randomly positioned, non-animated snowflakes in the background, so that all my users can get that snowy feeling in my apps :)

I sort of doubt I'll get to this but I'm happy to take a PR :)
