Reorder competition admin sections #20

Move normal list of climbers with their routes at the top of the page and move the administration fields (competition administration and climbers administration) to the bottom.

It might look as a lot of changes, but I mainly reordered the tables so that the most useful table and less dangerous zone is at the beginning of the page.
