UTF-8 encoding explicit in DESCRIPTION plus more documentation in bitly_auth.Rd for bitly_auth(), to help newbies

@dmpe, I hope I did this right this time. I could not figure out how to respond to your suggestion to try a forward slash RE: the prior pull request. I had to add Encoding: UTF-8 to DESCRIPTION to avoid a warning when I ran devtools::document(). Then I cannot run devtools::check() without error because I do not know how to respond to the prompted need for bitly_token to be assigned in Tutorial.Rmd. If this is important, please let me know and if you can, give me a bit of info to help me research how to solve the problem. Thank you for this package.
