fix README

The top-level README file is inaccurate:

• refers to non-existent library_design subdirectory
• says the pipeline is run by Snakefile, and links to a non-existent Snakefile. Instead, pipeline is run by dms-vep-pipeline-3/Snakefile
• gives a command to the run the pipeline that does not work. The command both refers to activating the incorrect conda environment and fails to provide the -s dms-vep-pipeline-3/Snakefile command that is needed to run snakemake.

There is also what appears to be an extraneous test.csv file in ./data/. Actually, the config.yaml links to this file as the mutation design classification. If test.csv gives the mutation classification it should be given a more intuitive name, and then the existence of the other ./data/mutation_design_classification.csv file should be explaiend.

I'm closing the above issue with the following edits made:

1. library_design subdirectory was added to repo in commit 22e442442072475bd6d5c7d555deedc7c9a29e7d. This directory contains all of Kate's work to create the LASV library
2. README.md has been edited to fix broken links and incorrect commands with these commits 22e442442072475bd6d5c7d555deedc7c9a29e7d, fc23975cc55c5efb13b8b377304333454d5d4234, 46453f22e9e66583aa4258b901e2c46a3bf1c09d
3. The correct ./data/mutation_design_classification.csv has been added and extraneous test.csv removed with this commit 22e442442072475bd6d5c7d555deedc7c9a29e7d
