ASO Oracle #4517

This is the first draft version introducing support for Oracle DB and monitorOralce+fakeTransfers as well. Still couch version can be enabled with config flag "isOracle".

Removal of files from source site has been integrated on Reporter component and when possible the file state update is done by bulk.

test.py tool introduced for query testing.

I had a look at this, it seems ok, I could not find any major flow. Speaking with Diego he told me he has done a major refactoring, so I think it is not worth spending too much time on the review.
