Setup and test new UI on integration #404

I started to install the helm chart for the new UI into integration. I asked Mayank on the status for the OIDC auth/N and there is one missing point tracked here https://github.com/rucio/webui/issues/120 I rather wait for this to be implemented (O(1 week)) and then proceed with OIDC authentication as the only method exposed.

I looked at doing this and was told that the framework had been completely redone and there are no working images right now.

When we do get to this, there is an alias cms-rucio-newui.cern.ch setup on the production cluster and we can bring things up with flux. All the machinery is there to turn this on quickly. We need to build (and probably configure) the images.

This is going to be available in Rucio 33, slated for November

We've started this. It's installed in the integration cluster, but connected to production. We can move it as soon as it's minimally functional.

We need https://github.com/rucio/webui/issues/485 fixed first. There is currently a PR for it.
