do not apply WMCore/Lexicon to LFN if no publication is requested #1007

currently it fails if there's no publication request with crab: PhEDExDataSvcInfo.py: ERROR in generated LFN : '/store/user/belforte/dummy.root' does not match regular expression /store/results/([a-zA-Z-]+)/([a-zA-Z0-9-]+)/([a-zA-Z0-9-]+)/([a-zA-Z0-9-]+)/([A-Z-]+)/([a-zA-Z0-9-]+)/([0-9]+)/([a-zA-Z0-9-_]+).root
