do not go on when remote_dir_ check in crab -crete fails #1034

currently crab -create catches the exception and goes on leaving user with a corrupted task db which gives all kind of obscure faillures at crab -submit time. See e.g. https://hypernews.cern.ch/HyperNews/CMS/get/crabFeedback/7273.html

the check is done too late to revert the fact that crab -create already wrote a sqlLite DB. So simply make the error non fatal and complete job creation so that submit will work.
