ignore input parent files not present in DBS #1070

crab_fjr.xml could list LFN that correspond to files read by user's code handing a LFN to cmsRun but not obtained from a DBS dataset. We can not record them as parents, at least not with current DBS3. Example is e.g. here https://hypernews.cern.ch/HyperNews/CMS/get/crabFeedback/7324/1/1/1/1/1/1/1/2/1/1.html

previous commit did not really make it

previous fix was removing parents-not-known-to-phedex only the first time, but leave them in the block to be published if present in other fjr's
